block 852 woodlands - whole block unoccupied, a mystery?

many people, including woodlanders, are unaware that this block of flats in woodlands is virtually unoccupied save for a pap community foundation centre on the ground level.

across the road, from this mysterious block, is the woodlands evangelical free church fondly known to its worshippers as 'the rock'.

each time i pass this block i will look up to look for evidence of human occupation. when i was taking this picture, i checked the windows and found that all were closed; there was no curtain and no sign of human habitation.

all the neighbouring blocks are fully occupied. nobody seems to be able to throw any light on this mystery. i think the woodlands hdb area office will be able to explain this situation.

I think this HDB flat was let out to companies to house foreign workers, under the Dormitory Housing Scheme some years back.

Read the last few paragraph of the article on 09 March 2004 below

http://newpaper.asia1.com.sg/printfriendly/0,4139,53902,00.html

Then in another article in 2008, it mentioned that HDB convert these vacant flat to rental flats to extend more help to needy households. Read the 1st article below

Now i think there are people living there already because there is report on a mruder case there. Read the 2nd article.
